By Emily O’Connell A ROAD block, which is in the way of a Russian businessman’s plan to expand his Yaldhurst sporting facility, might be cleared today. Canterbury Sports Ltd director Slava Meyn, who moved to Christchurch in 2009, built the Yaldhurst Football Academy two years ago. He is now in the process of planning a bigger complex on the 20ha block of land, which would include a gymnastics indoor stadium, swimming pool, sport courts, and weights area. But the land he wants to develop is zoned Open Space Community Park under the district plan, which does not allow for buildings larger than 1000 sq m. Mr Meyn wants the zoning to be changed to Open Space Metropolitan Facilities Zone, so he can progress the development as planned. •Turn to page 5

By Julia Evans CHRISTCHURCH Boys’ High School students are about to get a sobering lesson. George Cairney’s life was completely changed in 2008 when he sat in the passenger’s seat of a car beside a driver who had been drinking. The car crashed into a brick wall at 135km/h. He will talk about the incident to students at the George CBHS hall on Cairney October 18 from 7pm. At the time Mr Cairney, 24, was 17 and attended King’s College in Auckland. Taking most Graham of the impact Clarke of the crash, he has since been legally blind and has lost his sense of taste, hearing and smell, as well as developing diabetes, epilepsy Nic Hill and premature ageing. After spending a month in a coma, Mr Cairney also lost his memory from a year before and after the crash. His talk will discuss the road to recovery from his injuries, as well as the decisions which led to him to get into the car on that tragic day. Mr Cairney, who lives in

Next week, two people affected by drink driving and crashes will talk to students at Christchurch Boys’ High School. One is a young guy who was the passenger in a car driven by a drink driver that crashed – and one a dad who lost his son to drink driving (see page 1). How students digest the talk will inevitably be up to them. Hopefully, when they are out at the weekend, they’ll remember the talk and not get into a car driven by a mate who has been drinking, or get behind the wheel themselves after having a few. – Barry Clarke

Action on quarry dust sought
Emily O’Connell A YALDHURST resident says dust pollution from nearby quarries is only getting worse. It follows discussions by the Fendalton-Waimairi-Harewood and Halswell-Hornby-Riccarton community boards about setting-up a joint working party to combat the problem. Yaldhurst resident Anna Youngman said reporting the problem to Environment Canterbury had fallen on deaf ears. But ECan regional leader compliance delivery James Tricker said it is working with the city council and Canterbury District Health Board to respond to concerns about the health effects. He said its officers had been regularly monitoring for visible dust and truck movements to ensure the agreed “no dust beyond the quarries” rule is upheld. Mr Tricker said ECan had set up a specific email address for residents to contact it, in addition to the pollution hotline on 0800 765 588. The hotline had six dustrelated complaints last month. Mr Tricker said ECan is also establishing a comprehensive long-term air quality monitoring

programme and recently contracted an independent laboratory to undertake personal monitoring of eight residents in the Yaldhurst area. The monitoring required participants to wear two small pumps for eight hours within their homes, which drew air up through two separate filters. “We’ve passed the results of the personal monitoring on to the CDHB and the appropriate health professionals to review
this information,” Mr Tricker said. He said the CDHB will contact residents to explain what the results mean and once the residents have been advised, the overall results will become publicly available. Mrs Youngman did not take part in the personal monitoring. “We’re having difficulty breathing for goodness sake,” Mrs Youngman said. She said the Halswell-HornbyRiccarton Community Board chairman Mike Mora has been
very helpful. Mr Mora said the dust must be brought under control. He said if they set-up a working party, it would collaborate with ECan and the CDHB to try and get some co-ordinated action. “It seems to me, that the two community boards and the residents will have to lead that process, nobody wants to take up the mantle,” Mr Mora said.

At its meeting tonight, the HalswellHornby-Riccarton Community Board will discuss a new variable speed limit of 40km/h on Aidanfield Drive outside the school. Some people see this as slightly mad, but I do really prefer using my bike rather than my car. Driving a car is slow. No, really, it is. I feel sorry for people stuck in traffic as I cycle past along the bike lane. Mostly, I can get past road works more easily by walking the bike down the footpath which has been useful in postearthquake Christchurch. I save even more time by getting exercise when I travel. I don’t have to make time to go to the gym, or go for a run. Usually, I can park close to the door of the place I want to go. It is nice to arrive energised, warmed up and ready to go. If you believe the research, I’m probably more productive than my car-driving colleagues because I get that exercise twice

Bid to overcome zoning snag •From page 1 Because Mr Meyn’s plans do not comply, the project could be delayed by up to five years with resource and building consent processes. City council staff have been looking into how it could change the zoning to allow the expansion to go ahead. They decided the best way to do so was through the Greater Christchurch Regeneration Act. Today, the city council’s regulatory performance committee will decide whether to ask staff to investigate a way of doing so through the Act, and to report back to city councillors. It would require working with Regenerate Christchurch and the department of prime minister and Cabinet. It comes just as McDonald’s has applied for resource consent to the city council to build a new restaurant and drive through opposite the sporting facility. The idea to speed up the zone-changing process has been supported by Sport Canterbury, Christchurch Netball Centre, Canterbury Basketball Association, Mainland Football, Canterbury Water Polo, Southern Districts Football Club, ChristchurchNZ, and Apollo

Projects – Aquatic and Sporting Facilities, who all wrote to the city council asking it to help change the zoning. Wigram MP Megan Woods and Canterbury Employers’ Chamber of Commerce chief executive Peter Townsend have also written in support of using the act to do so. Dr Woods said it has the potential to be a really good asset for western Christchurch but the
community must be involved. “I think what we absolutely have to do is make sure that we get the views of the community in the process as well,” she said. The existing football facility has two full size artificial football pitches, four artificial mini-pitches, a full-size natural turf pitch, clubroom facilities, café, administrative offices, grandstand seating for about 1000 people.

Call for lower speed limits By Emily O’Connell MOTORISTS ARE travelling on average up to 80km/h on some Templeton roads which have a 50km/h limit and residents want something done about it. The Templeton Residents’ Association is making a submission in support of a district council bylaw which would see speed limits lowered about Selwyn. Under the district council’s speed limits bylaw 2016, speed limits can be changed way of district council resolution. Templeton Residents’ Association chairman Gary Kilday said the speed some people drive about the area is just an accident waiting to happen. The residents’ association is wanting speed limits changed on roads leading into Templeton as well as roads such as Maddisons, Dawsons and Jones lowered to 80km/h. Most of the roads fall under the Selwyn district council but some are the responsibility of the city council. The residents’ association is hoping if the district council change the speed limits, the city council will follow suit.

Restricted parking plan could impact on university students By Emily O’Connell STREETS NEAR Canterbury University may soon have restricted parking. The city council is considering putting restrictions on streets from Straven Rd right out to Avonhead Rd. About a year ago the city council decided to have an overview of any additional parking restrictions due to the amount of calls they received from residents’. Residents’ struggle to find parking for guests on their streets because university students and staff leave their cars there. The Halswell-Hornby-Riccarton and Fendalton-WaimairiHarewood community boards had a workshop last week where they discussed the issue. Halswell-Hornby-Riccarton Community Board deputy chairwoman Helen Broughton said the standard parking resolution is to place restrictions on one side of the street. Mrs Broughton said the parking restrictions tend to solve the problem for residents’ but you get the issue of ‘where do these other cars go?’

She said parking at the university is too expensive for students. An all-year student parking permit is $350 for 2017 and $400 for 2018. A Canterbury University spokeswoman said: “The city council determines suburban parking policy and all parking requirements on the university campuses. Decisions about oncampus parking charges are made by the university council.” The spokeswoman said the university encourages more sustainable travel including cycling, car pooling, walking or busing. Vice-chancellor Dr Rod Carr wrote a submission to the city council’s Review of Suburban Car Parking Policy recommending the implementation of a residents’ parking scheme. A city council spokeswoman said feedback was sought to help develop the policy but because the policy’s currently on hold, any feedback is not yet public. “I’m quite strong on putting on parking restrictions as long as residents’ want them,” Mrs Broughton said. The issue will be going out for public consultation next month.

Quarry building reopened Fate of Yaldhurst By Emily O’Connell THE WITHERS’ family celebrated with a crowd of about 30 people as the singlemen’s quarters in Halswell Quarry Park reopened on Wednesday. The building, which has been closed since the February 22, 2011, earthquake, spent a year undergoing repairs. The historic building dates back to 1922. Former city councillor Norm Withers and his family are descendants of one of the original tenants of the quarters. It has reopened proudly looking down on them. He said being there brought back after restorations. a lot of memories from his childhood, like him flying kites with his uncles. Cr Anne Galloway said with the growing number of people in Halswell, the quarters continue to be an important gathering and recreation place for residents. “The restoration of this heritage building is another sign of progress in the city. The restored building will once again house interpretation panels, which will give residents the chance to read more about the history of the quarry,” Cr Galloway said.

By Emily O’Connell THE FATE of the Yaldhurst Memorial Hall is still uncertain. The Pound Rd hall was built in 1954 to house war memorial plaques. In May, the Halswell-HornbyRiccarton Community Board decided to recommend to the city council that the plaques be removed and the earthquakedamaged building be demolished. One month later, the community board then made a U-turn on its recommendation and asked for more consultation to be carried out. The Halswell-Hornby-Riccarton and the Fendalton-Waimairi-Harewood Community Boards had a workshop last week where they discussed the issue. Community board chairman Mike Mora said in an ideal world they would love to fix the hall, but due to its $1.2 million price tag, its just not possible. He said it will cost about $500,000 to demolish the hall and its a bit of a grey area as to who is responsible for paying for it. “I’m really trying to put a plan

He said they still have to make the decision on whether the hall will stay but there’s no money in the budget for it. Christchurch Memorial Returned and Services Association Incorporated executive member Craig Cormack said the community should decide what happens to the hall but he would like the plaques to be on display during the centenary celebrations next year. Mr Mora said if the hall is demolished and the land is sold, he would want the money to be dispersed throughout the Yaldhurst rural community.

Mr Teehan won first in the Christchurch Beautifying Association’s Gray Trophy at its spring garden awards last weekend. He decided to enter the competition, for the first time, after seeing it advertised in The Star newspaper. Mr Teehan said he was shocked with the result. He said when he moved into the property a few years ago, he received advise from his nephew, who works as a landscape architect, as to what plants would be a low maintenance option. Mr Teehan said he gets self satisfaction from gardening and finds it therapeutic. He’s not sure whether he will enter another gardening competition. “Well I might enter the Summer one, I don’t know, I haven’t given it much thought to be honest,” Mr Teehan said. Warm greetings to the Hornby High School community. We are extraordinarily proud of the amazing students that we work with at Hornby High School. As time goes by their sense of self belief grows, and with it their achievements accumulate. Over the past two terms Hornby High School and our students have: • Won the city’s junior league title • Won basketball grades at Years 7/8, and 9/10 • Gained recognition from outstanding achievement in drama at a festival of performance • Performed creditably at national tournaments • Raised money for a number of charities • Showcased wonderful musical talent that is as good as anything you’ll see in schools • Gained recognition in creativity and innovation in technology • Had individuals gain titles in gymnastics And if that’s not enough, most importantly of all, lots of students have already gained their NCEA at each of the three levels, before a single external examination has been sat. This is a testimony to their commitment and dedication. We work hard to build and sustain our school values of Commitment, Achievement, Resilience and Respect, and none of the achievement we see would be possible unless students develop their sense of commitment, the resilience to get up when they fall down, and respect for themselves and those around them. And all success ultimately requires a growth mindset, best characterised by a single word – “yet”. So rather than saying “I can’t do this”, we encourage our students to say “I can’t do this yet”. We encourage them to give themselves permission to learn and improve. Having a growth mindset means that you acknowledge that intelligence and capability aren’t fixed quantities. Regardless of genetics, or economic status, or race or culture, we all have the capacity to learn new things, to improve. Our intelligence isn’t some fixed quantity that we are born with. These HHS achievements are just the tip of the iceberg. Our students’ potential as individuals, and as a school, knows no bounds. It will be what they choose it to be. They will be whatever they choose to be. We encourage them to be their best, not to settle for anything less. And as I have said before, in the middle of all this we are rebuilding almost the whole school. Concrete has been poured; steel framing is starting to rise above the ground. Rugby League ref recognised Chloe Harvey, pictured at left, has been awarded a medal in recognition of her achievements as a Rugby League referee at such a young age. Chloe has been touch-judging premiers all season as well as for an international game for the Canterbury under 17’s. She is also a regular referee for the junior divisions in League. Recently
she was called in to touch-judge the Canterbury under 16’s Rugby League Grand Final between the Hornby Panthers and Linwood Keas when a touch-judge had to pull out. Chloe will attend the Mini-Mod Global Games, Under 13’s Rugby League Tournament, as the only South Island, the only female ref and also the youngest referee attending.
Congratulations to Hornby High School’s Japanese teacher Mr Nick Williams, pictured above, who has been selected to participate in the 2017 Fukushima Kizuna Revitalization Programme. The programme invites NZ teachers of Japanese to visit Fukushima in order to promote cultural exchange and increase mutual understanding between the people of NZ and Fukushima. Nick is visiting Fukushima at the moment – from October 3 to 12.

Go along and find out what has happened to Tony Marston in Dramasoc’s And Then There Were None. The play is a dramatic adaption of a crime novel by Agatha Christie originally published in 1939 and re-written for the stage in 1943. The story follows 10 strangers who receive unusual letters inviting them to stay at a solitary mansion based on the remote Solider Island. Cut off from the outside world, the group arrives at its destination, only to find that darkness awaits them. The production is on at 7.30pm every night, with the final show on Saturday. They are part of the squad that will travel to Kuala Lumpur, Malaysia, in March to compete in the IIHF ice hockey women’s challenge cup Asia tournament. Taipei team. Year 10 student Ellie only started playing two years ago, but her selection in the team is fantastic, a school spokeswoman said. The tournament gives Asian countries that are not in the world championship programme a chance to compete. Netballers head for school champs By Andrew King ST ANDREW’S College, St Margaret’s College and Christchurch Girls’ High will compete at the New Zealand secondary schools netball championships starting today. They will face 16 teams from around the country. St Margaret’s will want to improve on their 2014 performance where they placed second at the tournament. Last year they were seventh and in 2015 they placed ninth.
St Andrew’s have placed 15th out of 16 teams for the past two years and are looking to put in a solid performance at the tournament after qualifying second at the secondary schools South Island netball championships behind Dunedin’s St Hilda’s Collegiate. They also won this year’s Canterbury Supernet competition. The last time CGHS were in the tournament they placed 16th in 2013. The tournament is
held at the Energy Events Centre, Rotorua and runs until Friday. St Andrew’s start the tournament off against Hamilton’s St Paul’s Collegiate at 10.40am and St Mary’s Wellington at 3.20pm. CGHS plays Palmerston North Girls’ High at 11.50am and Auckland’s St Kentigern College at 4.30pm. Kebabs 600g Beef rump steak 12 small mushrooms 1 Large onion, cut into 3cm squares 6 Vine-sweet mini peppers, halved diagonally
Syrup 1 Tangelo, juiced ¼ cup Sugar 1 bowl Greek yoghurt, creme fraiche, vanilla ice cream or coconut yoghurt for a dairy-free alternative
Marinade 2 Tbsp Lemon juice ¼ cup Canola oil ¼ cup Soy sauce 1 Tbsp Dijon mustard 1 Tbsp Worcestershire sauce 1 Tbsp Curry powder 2 cloves Garlic, crushed 1 pinch Freshly ground black pepper, to taste
Directions Place whole tangelos in a large pot and cover with plenty of cold water. Boil for two hours, drain and allow to cool. Heat the oven to 180 deg C. Grease and line a 21cm round spring form cake tin. Cut tangelos in half and remove any pips. Place fruit (skin, pith, flesh and all) in a food processor and blitz until smooth.
Directions Add all other ingredients and blitz until smooth and well combined. Pour into prepared cake tin and bake for one hour or until a skewer inserted into the middle of the cake comes out clean. Cover cake with tin foil half way

Not all work places are the same and the injury risk for each place can be wide and variable. The office attended by administrators does not carry the same risk as those people working with heavy machinery, or perhaps at some distance from a regular ambulance service. It is therefore essential that you pick the right first aid course to suit all of your activities – both professional and social. Take, for example, an office worker who does not have a high risk work environment and whose concern might be to ensure that they can deal with minor cuts and superficial injuries, or the ability to perform effective CPR. These skills can be achieved on a course of eight hours duration and would generally fit into low to medium risk area. But take this same person on to a sports field either as a spectator or player when a higher level injury occurs. The eight hour course covering unit standards 6402 and 6401 (or 26551 and 26552) does
not cover head neck and spinal injuries, eye injuries, hypothermia and poisonings. The majority of injuries occur outside of the work place, in fact one in three injuries occurs in the home, making it the most common place for injuries to happen. New Zealand children are twice as likely to die through injury as children who live in Australia. They mostly die as a result of motor vehicles accidents or falls in the home. Fatalities from leisure and sport are not far behind those in the workplace. The wider 12 hour course teaches the additional unit standard 6400 and provides a wide knowledge base for medium to high risk environments. This course covers many of the skills required to deal with the most common injuries, such as falls (which can result in head, neck and spinal injuries) and dealing with complex scenes such as motor vehicle accidents. If you are not sure on the course best suited to your needs, ask your accredited first aid training provider. They can explain the course content and give you options that will best suit your needs. Look beyond the workplace and consider your family and your location. Check that you have a good quality first aid kit that is up-to-date with replenished items, and that everyone knows where it is located.
